The goal in opening of the the NoTA architecture is to have a convenient licensing model for a complete ecosystem for an open device architecture including e.g. semiconductor suppliers, technology companies, R&D service companies, academia and developer communities. To meet the needs of very diverse interested parties, the NoTA architecture is opened using a dual licensing scheme.
The dual licensing model includes
1) an open source reference implementations licensed under GNU GPL v2
2) a 'commercial', royalty free license for the technology

Dual licensing schemes are sometimes used to make business with open source solutions by offering improved or tailored functionality under commercial license. Our goal is not to make any such business with dual licensing scheme but to address the varying needs of the potential licensees. Dual licensing scheme gives convenient access to the NoTA technology e.g. for leading semiconductor supplier looking for a clear royalty free license contract or for an open source developer community member looking for an easy access to reference implementation.
